Όταν ο διευθύνων σύμβουλος μεγάλου οργανισμού διατυπώνει δημόσια την ευχή να τρέξουν κανονικά οι διαγωνισμοί που αφορούν τον οργανισμό που διοικεί, χωρίς χρονοβόρες και δαπανηρές δικαστικές διαμάχες μεταξύ των διαγωνιζομένων, ώστε να προχωρήσουν τα έργα ανάπτυξης και του οργανισμού, τότε υπάρχει πρόβλημα. Το ερώτημα είναι πώς και από ποιους σχεδιάζονται οι περίφημοι διαγωνισμοί για τα έργα του ελληνικού δημοσίου που τίθενται εύκολα σε αμφιβολία, για να καταλήξουν στα δικαστήρια, στις καθυστερήσεις και στο τέλος σε συνοπτικές διαδικασίες, κοστίζοντας εκατομμύρια ευρώ. Συνολικά προς διάθεση από το ΕΣΠΑ απομένουν 14 δισ. ευρώ και το ευρωκοινοβούλιο ενέκρινε την αύξηση της συνεισφοράς της Ε.Ε. στα έργα από το 85% στο 95%. Όμως πολλά προγράμματα χωλαίνουν σε πολύμηνες καθυστερήσεις ή δεν έχουν καν ακόμη προκηρυχθεί.
When a CEO of a large organization in Greece makes public statement that he wishes relative State projects run regular without lengthy and costly legal disputes between bidders, so as to proceed to development projects of his organization, there is certainly a problem. The question then is how and by whom these competitive procedures are designed which concern big Greek public projects and easily are put into question, so as to come to courts with delays and in the end going forward too fast, costing millions of euro. The total remaining for disposal from the European Program for Development for Greece is 14 billion euro and the European Parliament approved the increase of the contribution of the EU in these projects from 85% to 95%. But many programs are still weak with several months of delays or even worse they have not been even started yet.
